Bhubaneswar (VOV) – A major controversy has arisen concerning People For Animals, PFA Bhubaneswar, revealing unethical conduct by the outsourcing firm as the secretary of the agency, Mr. Jiban Ballav Das, faces allegations of forgery, extortion and financial misconduct.
Reports indicate that Sri Jibana Balava Das is involved in misappropriation of Government money by deducting 10% from the salary of each and every employee every month till November 2024 and the proof is that salary is given to the bank account of the employees. This situation has sparked significant criticism and calls for accountability and justice. The problem was uncovered when the Director of the Animal Husbandry and Veterinary Services was made aware of the unauthorized deductions. After intervention of Director AH &VS, regular monthly extortion ceased in December 2024. The affected employees have yet to receive reimbursement for the already deducted amounts.
Serious allegations have also been made against the Secretary PFA for participating in dishonest practices to obtain the government outsourcing contract. Reports suggest that Mr Das forged the registration renewal document from the Animal Welfare Board of India (AWBI) to secure the outsourcing contract of CDVO, Khordha. This brings into question the thoroughness of the procedures involved in the finalization of such agreements. Employees and activists have expressed their apprehensions, demanding a comprehensive investigation into the issue. One animal helpline staff stated, “This situation goes beyond mere financial misconduct; it represents a violation of trust|. Those accountable must be prosecuted.”The unlawful deductions and alleged forgery have tarnished the credibility of FARD Department. AHL employees are urging the authorities to take swift action to ensure that such incidents are not repeated and that those affected receive justice. The Director of AHVS has yet to issue a formal statement regarding the alleged forgery and the recovery of the deducted funds. Meanwhile, pressure is mounting on the government to conduct a transparent investigation and penalize those involved in these unethical practices.
